20 세기에 들어서 시작된 급격한 산업화와 도시화는 광물자원및 에너지 자원을 필요로 하였고, 그에 따른 자원의 고갈 등 의 문제점이 인류의 미래에 커다란 문제점으로 대두되고 있음.이에 대한 해결 방법으로 녹색에너지 산업 등이 제시되고 있으나, 이는 에너지의 절약이라는 관점에서의 접근임. 그간, 한정적인 광물 자원의 새로운 보고로써 지구의 70%를 차지하고있는 바다에서 그 해결점을 찾고자 하는 노력이 시작되었음
해양에서의 광물 자원 확보 및 그 기반 기술에 대하여, 선진국들은 국가 차원에서 다양한 연구를 진행하고 있고, 바다에 서의 식량 생산 및 재생에너지 생산 등에 관한 다양한 기술개발 연구를 진행하고 있음. 그러나 한국에서의 관련 핵심원 천기술의 선점을 위한 연구는 아직 미미하며, 국가적인 지원이 절실한 상황임. 미국의 예일대 폴 케네디 교수가 자신의 저서 “21세기의 준비”에서 역설한 바에 따르면, 해양은 21세기에 Multi-Capital, Mass Media와 함께 인류의 미래를 좌우 할 3대 항목에 포함되어 있으며, 이는 인류의 생존 및 번영에미칠 해양의 중요성을 반영하고 있음
따라서 21세기를 위한 해양과학 기술에 대한 국가차원의 전략적 연구, 기초과학 및 공공적 연구, 그리고 해양산업에 관련된 연구에 대한 전반적인 검토 및 재정비가 필요함
분석 목적
미국은 2004년 「An Ocean Blueprint for the 21st Century」를 국가 해양 정책으로 채택하여 지구기후변화의 예측과 대 응방안, 해양방위기술, 해양산업의 지속적 우위 유지, 외래종관련 연구 및 첨단 해양연구장비 개발 등을 주요 연구 분야 로 선정하였고, 일본은 2003년 10개년 해양 정책 「장기적 전망의 일본 해양개발 기본구상 및 추진방안」을 수립하여 지 구환경 문제, 지각이동, 해저지진 등 해양재해저감기술, 생태계변화 및 환경복원, 해양 생명공학기술 등을 주요 연구 분야 로 선정하였음. 또한 유럽의 경우 청정대체에너지 개발, 지속가능한 어업 및 양식, 메탄수화물 등의 광물자원 개발, 생물 종 다양성, 기후변화, 나노기술과 신형 물질을 이용한 센서개발 등의 연구를 활발히 추진하고 있음
한국은 2004년 해양과학기술(MT)개발계획을 수립하여 해양의 합리적 개발, 이용 및 보전을 통한 미래비전을 제시하였으나, 국가 중점 육성 기술에서 소외되어 연구개발 전략 추진에 애로가 발생하고 있고 체계적 대응을 위한 기술개발이 부족하 며, 전반적으로 우리나라 해양과학기술 수준은 선진 해양국에비해 일부분야를 제외하고는 그 기술격차는 약 7년 정도 차 이가 나는 것으로 보고되고 있음
이러한 상황에서, 본 특허동향조사 보고서는 “고성능 해양관측센서 및 조사장비”의 특허동향을 분석함으로써, 우리나라의 기술 수준, 선진기업의 연구개발 동향 및 핵심특허 현황 등을 파악하여 향후의 “고성능 해양관측센서 및 조사장비의 국산 화 개발” 과제를 점검하고 그 타당성에 대한 객관적인 향후연구개발 방향을 제시하고자 함
